1995 Sea-Doo spi pulse valve

I have a Sea-Doo that I just bought and I took it out and ran it for a little bit and then when I brought it back home won’t crank now. I can get it to crank back up if I pull the pulse valve off of it. The pulse valve has had water and oil coming out of the bottom of the engine. Could it be that the owner before me flipped it and it filled up with water in the bottom of the crank case?
 
The carb has 3 valves, 2 for gas and one for air. The one for air has pulse wrote on it, im guessing its to give the carb air. I am having water and oil come out of that valve
 
That is a dead end at the carb and only actuates a diaphragm for the fuel pump son nothing actually flows through it. It is a direct shot into the crankcase so if there is water and oil in it your crank is sitting in water and oil which is really bad.
 
Would there be a drain plug in the bottom of the crank case that I can open up and drain out as much as I can?
 
So you just bought this ski and it's full of water? Ouch... I'd try to get your money back if possible. That thing will need a new engine or rebuild
