I have a 1995 sea doo hx with the 720 cc 2 stroke and I used it for the first time ever and it Idiled for a bit then when full throttle I pulled the key pressed the stop button and even pulled the spark plug wires off the spark plugs and it kept going so I finally pulled the choke out and it killed it. Does anyone know what the issue would be?

LOL, mine just did yesterday! It's a runaway and it is so lean it doesn't need spark just like a diesel. Pulling the choke always kills it.
It is caused by either and airleak on the engine from a crank seal, rotary valve cover o-ring or carb base gasket.
It can also be caused by not enough fuel from dirty carbs or fuel system.

Have you change the gray fuel hoses, rebuilt the carbs with genuine Mikuni parts, changed the fuel selector or fuel strainer? These can cause lack of fuel too.
