1994 XP Carb help!

I have 2 matching sea doo XP's. 1994 model years. I got them a year ago and just finished both with complete tear downs. One has a totally new engine, and the other has the stock case rebuilt. I am running them at the colorado river, which is 200 feet above sea level, and around 90-100 degrees air temp. I am having a problem on both of these skis. Only once they are totally warm, when you pin the throttle at low speeds, (under 3000 RPM) the engines just bog and sit at 1500-2000 RPM. They are clearly lean because when I pull the choke about 1/8 way out, they take off like a bat out of hell. Both are totally stock setups, no airbox or engine mods. Stock jetting, clean fuel filters in carbs, cleaned fuel selector switch, all brand new fuel lines.

After they get up on plane, pinning the throttle results in perfect performance. Its just a 3/4 to full throttle pull from right off idle. I am acutally out at the water now posting this, and would love to get this issue sorted out today while its still light here! Any other information you think would help just ask, I will be monitoring this thread carefully for the next few hours.
