1991 GT Won't turn over

My 1991 GT has decided it doesn't want to turn over any more. When I push the starter button, it just clicks, and I hear a sort of low gurgle from the engine. Am I looking at a bad ground here, or is there something more problematic at issue?

The battery has a full charge, and it was just running a couple of weeks ago.

I currently have it sort of torn down to replace the throttle/oil injection regulator cable.

Also, the fuel gauge won't register anything more than slightly less than empty....

Joe, it might a bad ground, Check the cable from the battery to the engine and be sure it is getting a good connection. If it seems good remove the spark plugs and the see if you can rotate the engine by hand. That will tell you the engine isn't seized up. if it is free then it could be the starter is the culprit.

How do I rotate the engine? Turn the impeller?

You mean the wire going from that box on top of the battery to the engine?
