1990 sp wont start

so my 1990 sp won't start. i've tried bypassing both the safety switch and engine kill switch. the starter was replaced 4 years ago. the solenoid makes the sound that it is completing the circuit, but the starter makes no attempt at turning over. there is no starter action what so ever. however, there is continuity through the starter. is there any other way to try and get it started without pulling the starter? the battery is obviously fine, i already tested it.
 
okay. what if there is no way to get to the starter. it's completely underneath the engine and exhaust, and when i tried to remove the exhaust, it isn't removable without pulling the engine.
 
remove the 4-bolts on top of pipe, then the one on the side. you'll need to undo clamp at muffler, and remove battery...but, will come out, without pulling motor.:cheers:
