1990 sp 580 engine swap - 12v not present

Hey forum,thanks for reading. I competed a 580 to 580 engine swap. I had the privilege of hearing and seeing them both run(one had a bad connecting rod). I did the swap and no power to starter. I tested the starter and it works. Now I am in the over-the-battery box and looking for help on where to start. I have a service manual and was thinking about starting all the test procedures, but I have a sneaking suspicion that I did something stupid but I can't put my finger on it. I was pretty thorough, I thought.

Jump the lugs on #14 with a metal tool. If it (solenoid) kicks the starter, its BAD.
