01 GTX(951) low speed bog

1st year of having any real problems but first 10mph one can feel a slight engine bog, after that she runs as good as ever and still hits 60mph. Just got off the phone with a shop willing to look it over but his comments of what he believes it to be makes me suspicious. He claims if the gas is not drained during winterizing an ethanol build up in the carbs occurs and must be broken down and cleaned. OK I admit if this is true it's new to me and I've never drained the gas. Can someone enlighten me on what he claims? Usually what I do to winterize...Fog intake and cylinders, drain water, gas additive (sta-bil), spray down engine compartment, linkages etc. with lube.
Since this bog started this season I've noticed the plugs getting more than usual build up of gas/oil mix, feels like more gas. They're pretty soaked after a day out. I just tried turning the low speed adjustment clockwise 1/4 turn to lean it out just a bit and will take her for another run tomorrow, but this move worries me that I might be masking what the real issue is. With water line attached this 1/4 turn didn't seem to change anything but I'm not going more than that for now....hope this was a wise move.
