Rebuilt top end replaced fuel and oil lines replaced reeds and had carbs rebuilt replaced coils runs on trailer when in water runs at 1/4 throttle runs at 1/2 throttle at 3/4 throttle runs for about 45 second then dies hard to get restarted then runs bad misfires is this a bad MPEM ?

I have a sportster when I purchased it would run great on trailer put in water would idle when you took off would die like you pulled the key I have rebuilt top end carbs new reeds new fuel and oil lines new coils still the same thing what now?
