    I got the spring sorted out. I had to cut it a bit shorter and bend a new hook in the end. It works perfectly now and the engine reaches just shy of 7000rpm. Yahoo.

    OK. Thanks. It shouldn't ever happen but if someone pulls the choke and it's already warm it could. I just wasn't sure with this type of carb if pinning it while cranking would deliver nothing but air basically.

    I figured it out. It's the oil pump. The return spring on the oil pump is messed up and it's jamming the pump and because it's attached to the throttle it jams it as well.
