XP Throttle wont go back to idle

My 99 XP had a new throttle cable installed, as old one was sticking. Now the fully released throttle wont go back to idle. Any suggestions?

First make sure you have it in the correct hole in the throttle arm on the carb.
Are you sure it is the correct cable?

Check the carb and see if it's sticking for some reason. Could it be the finger lever? Not too many points of failure here. First time I hear of a throttle sticking.
