XP 951 has spark, compression and fuel, pto cyl wont fire

I recently picked up a 2002 sea doo xp with a rebuilt 951 only has 5 hours on it, when i bought it the pto cylinder didnt have spark, purchased a new MPEM then both cylinder had spark took it on the lake everything was great for half an hour then it started skipping, put fresh plugs in it would run good for a few seconds, took it home both cylinders still have spark but with the ski running and idling on the front cylinder the pto cylinder would only fire when the spark plug cap/boot is pulled off then held near the plug, swapped caps no change, compression test said 75 but i was told it wouldn't run on 75 and it only cranks for about a second then it starts and idles on the MAG cylinder just fine, bothj cylinders read 75 psi btw, it ran perfect on the lake has good power and revs good so i believe my 17 year old gauge to be wrong. Pulled the carbs thinking it wasnt getting enough fuel to fire all the time and the carbs are nice and clean, anyone know why the pto cylinder will only fire when the plug cap is removed then held near the plug? Everytime you pull the cap off and hold it near the plug it will fire a few times then stop pull wire away from plug and repeat the process, starts right up and runs on MAG cylinder just fine.
 
Did you remove the plug boot and cut back coil wire about 1/4 inch to clean wire? Maybe swap the plug boots and see if things change. Have you opened up the black electrical box to make sure everything inside is not all rusted?

Yep cut back about half inch to be on the safe side and swapped plug boots no change, there is no rust on any of the coil grounds or anything and the fuse is intact the previous owner said he put new coils in it. Odd to me that it ran great for 30 minutes then started skippin
