Won’t start with sparkplugs in

Hello I have a 96 seadoo with a 787 in it which will only roll over when the spark plugs are out , otherwise it just clicks and will not start. If I take the spark plugs out then roll it over then put them back in it will start perfectly once and that’s it. The starter has been rebuilt and it has a brand new battery any advice as to what the problem might be and how to resolve it would be greatly appreciated thank you .

Make sure that the battery is good. There is always a possibility that its store defective. It could be a weak ground or wire, or bad solnoid and/or starter. The clicking you here is the solnoid engaging, now you can bypass and the starter should spin (I used a screwdriver). If its not turning over then, its the starter. I would question the starter rebuild at first glance and personally I would have just replaced it.
 
There are no good replacement starters. Your options are new OEM for $250 or rebuild your OEM with OEM parts.
