Does anyone know what this is and how it is used. It came with my Jet Ski and the previous owner didn’t know what it was for.

hi bay cruiser.
this is a duckbill self drain. it screws into your drain bung hole & replaces your standard bung. these work very well but replace with standard bungs if left moored for more than a day or so. it works on pressure differential between the bilge water & the lake water so the quicker you go the more bilge water is expelled. it is basically a one way valve.

Just a quick question, why and when would you use this. Is it meant to be a permanent fixture incase you get a leak.
 
its a kind of auto bilge. all skis take on some water , especially when wave jumping,tricks ,spins etc. when duckbill drain is used the water exits the hull as u ride.
