What to expect from a new purchase

I'm about to pull the trigger on my first boat, it is looking like it will be a 1998 speedster with the dual 717's. It says it needs, a new what I believe is a steering cable and then a tuneup to run. I really want to learn how to do the work myself in the future but If I were to bring this into the shop how much what you expect it cost to get it running? Any advice is much appreciated.

At a shop? At least $1,000 if you can even find one that will work on them as most don't want to touch the older 2-strokes. "Needs a tune up" is code for it doesn't run and I have no clue what is wrong with it. Could be a simple rebuild of the carbs for $200-$300 or trashed engines?
Do not pay more than $500-$750 for a boat/ski that doesn't run.

Thank you for the response, I see what you mean, pretty vague statement. I will keep that in mind as I continue to search.

I would highly recommend a lake test before buying any supposedly running boat. These boats and skis can start and rev on land and sound great but run poorly or not at all in water.

I'm actually about to sell my 1998 Speedster. Dual 787's with recently rebuilt carbs (only rec gas since) and new wear rings. I'm in Michigan.
