Wear ring issue

I have a 1994 Seadoo GTX. I have been dealing with a piston seizure problem. Even though the small hoses to the rotary valve were disintegrated and was not sending oil into the gas mixture, after rebuilding the top end, the jet ski Hornets test run. I discovered that there was some damage to the wear ring and disassembled the jet pump. I found the wearing had you chunks taken out of it and was in terrible condition. I guess after sucking up sand Stone and countless ropes it took its toll. My question: is a bad wear ring enough that not enough water was being pump through the cooling system at full throttle to cause the Pistons to seize and shut the engine down.
