Wear ring bad? Idle limit? Wiring harness for gauge cluster

Hi all.

I have an 2003 4tec that is sluggish on take off and has no pulling power for tubes

Also it seems the throttle limit or idle limit is in and out and full throttle

Could it be bad wear rings allowing blow by on impeller ?

Also just put new gauge cluster on and it still doesn't work? Where and what do I start checking. Fuses harness etc?
