Water in crank case and carbs

Hey everyone. First time poster here. New to jet skis. I have a 1995 seadoo spx jet ski with the 657x motor. I rebuilt mostly the engine. Replaced rotary valve and piston rings and inspected the rest of the motor. I got her to fire up and run for 45 seconds or so. I hooked up the water hose only to see water filling the carbs and coming out of the little nipples for the oil pump which has been disconnected by previous owner. Running fuel mixture. Any idea why the water is filling the crank case and carbs?
 
You have a huge internal water leak. I would suspect either the cylinder base gasket or head o-rings.

Also you can never have the water hose turned on with the engine not running.

Finally you have to supply the rotary valve cavity with oil even if you are running premix.
 
I've started dismantling the engine and have found the head gasket wasn't properly installed. That is totally my fault. The rotary valve cavity did have oil in it however that is now filled with water.
 
You have something very wrong. There is no way for water to get into the rotary cavity.
