Water fuel separator / filter

Hello, can someone explain me how work the fuel/water separator, mine always look full so I don’t know how the water can be separate from fuel. Its only for looking? I know that the filter work by passing gas in, but for the water...? Can it suppose to be always full? I think yes....

Water is heavier so it sits in the bottom of the cup. Once a season unscrew the cup and dump it out and put in a new o-ring unless you sunk the ski and suspect water in your fuel tank.
