vts problem no click

Ok im hitting my head at the wall at this point. When hitting the vtz buttons i get 12v+ and 12v- but once the vts motor is plugged in i lose power both ways. But if I hoot the vts motor up to the battery it works. Someone help!!!!!!!!!!!!!!
