Your boat has a Mercury engine, right? In that era Seadoo installed a steering throttle that bumped up the RPM's when the steering wheel was turned to either extreme. This was meant to enhance steering when docking, etc.
I wonder if that cable is misadjusted. Do this test: When sitting still in the water, do your RPM's go up if the wheel is turned to either extreme?

The steering console has a cable that is pulled slightly when the steering wheel is turned to either extreme. You should see that happening behind the console. Check on that and report back....

On my C2K, I simply lift the windshield and remove the storage compartment box underneath. All the behind-the-dash wiring and mechanics are then laid open for easy access. Not sure how it's done on the Utopia but I bet it's relatively easy to get to... likely the fuses are in the same general area, and they'll have made those easy to reach too.
