Unidentifiable Hose - 05 Sportster non sc

Could anybody help me identify what the heck this hose is for on my 05 sportster?

I had water coming into my bilge yesterday and discovered one side of the hose had been disconnected and water was coming in.

It's #2 in the diagram and circled in blue.

Thanks in advance....so far my usual go to experts haven't a clue what it's for

The Bailer is attached there when the pump is on a PWC instead of a boat, which has an electric bilge pump.

The hose just routes it back out.

The boats don't have the parts on the pump to use the bailer ports.
