Trouble removing 01 GTI intake grate

Trying to remove the intake grate from my 01 GTI. It's held in place with 3 bolts. The single 13mm bolt at one end of the grate backs right out. The two 10mm bolts on the other end (closest to the impeller) loosen but wont back out. Now they also won't tighten. Am I missing a simple trick to get these two bolts out or is there a nut inside that might be turning when I turn the bolt? If the bolts just thread into the hull is it possible the threads stripped when I started backing out the bolts? Shop guide simply says to remove the three bolts. Figure it should be easy to do. Any help would be appreciated. Thanks!

Those two screws stick through to the other side of the ride plate and they corrode on the end. I sure you got if off by now but they are a bitch.
