1997 GTI. I understand the need to block off the intake hose from within the ski. I also can make the mod with a valve.

My question for you experienced tow folks - Can I use a threaded plug to fit into the garden hose intake to accomplish the same thing? If so, any thoughts on pros/cons to doing that versus making the valve mod?

No because that is the water outlet. When you get your valve make sure the hole in the ball valve is large enough. I used a pex type valve from Lowe's so I didn't have to add barbed fittings but I had to get a 3/4" valve for the inside diameter to be 1/2"

Understand the valve comment, but totally not following on the water outlet statement. When I run my ski in the driveway, I am hooking up a garden hose to that pipe/connector that comes out at the top left of the jet plate. So at that point it is an inlet, am I missing something?

When you hook up the garden hose you are reverse flushing the system. When running or towing that is the outlet not the inlet.

You are hooking the hose to the water outlet for the cooling system and reverse flushing it so when you are riding water is actually coming out of where you're putting the hose. It is also important that the valve you put in goes closest to the jet pump before it gets to any feeds for the exhaust
