top rpm out of water, wont top rpm in water

Howdy friends, I have a problem on my 1999 Challenger 1800. I replaced a broken rave valve on one engine, cleaned and reinstalled the remaining three. I have the engines running and seem to be firing just fine (no mis fires) when the boat is out of the water, 3000 rpm in neutral and 7200 in forward. But when I get the boat in the water the engines will only rev to 3000 rpm, or no faster than 10 mph. NO FUN. Only one engine was touched so to speak, but both engines are restricted to 3000 rpm under a load. Thanks in advance for any help with my precious but slow boat.
 
Sounds like Rectifier has gone south. Now you only have A/C energy, and the ski's
electronics use D/C. Replace.
Pay attension to separator filter bowl dump-out as for moisture & contaminates.
Gas can go bad in three-four weeks, and there is no fixing that, or adding new to
remedy, only replacing it. Stabil additive can prolong fresh gas life to six months,
and watercrafts easily get neglected. Bills86e
