Too much oil?????

1999 sea doo gsx limited. My ski had sat for a couple of years while I had a couple back surgeries. I got it out this summer to get it going again. It turns over but will not fire. I confirmed I have spark and ignition coils check out also. While cranking the engine with both spark plugs out, I noticed what seems to be a lot of the 2 cycle oil coming out of the cylinder heads through the spark plug ports. When I remove the plugs after cranking they are soaked. So, am I getting to much oil in the fuel mixture and that is causing it to not fire. I have also read where the crank seals could be leaking through but I don't understand that since the oil is injected into the fuel.

1999 GSX limited would be a 951 so no rotary valve for oil to leak past inner seals because there is no inner seals. Is this carbureted? If it is, my first guess would be a leaking needle and seat

Yes it is carbureted.
