Too Much fuel

1990 5803 - I had it running good with new fuel lines installed into fuel tank.
Was going to take it for my first test run. I figured I'd start it before I left the house.
The motor cranked a few times, then seemed like it locked up. Would crank 3 compression strokes, then lock up.
I pulled the plugs, fuel was running down the threads of the plugs. I cranked the motor with plugs out, and I had 2 fuel spouting blow holes.
I assume this is a needle and seat not working properly?
Could anything else cause this?
Do I need to drain the crankcase?
 
With *plugs out, spray some fogging oil into plug holes to lubricate the Top end.
Put a rag over *holes and spin engine to get any fuel out of the lower case, put
*wires on the grounding lugs so you don't get a fire.

Remove the Carburetor and rebuild it useing OEM carb kits and NEW needle & seat.
