Thread lock or ainti-seize for bolts?

I receive the o-ring that I need to reinstall the rotary valve cover on my XP, but wondered, do I need to coat the cover bolts with anti-seize compound before installing them, or would they take locktite?

The bolts have this white powdery stuff on them that looks like it's maybe corrosion from the aluminum, but not sure if that is what it is or if it was old thread lock that deteriorated?

Also, does the o-ring need oiled before installation or does it go on dry?
 
It is oxidation (aka corrosion) from dissimilar metals.

Not sure what your specific application calls for but I am sure it is to be sealed with some sort of lock-tight or RTV for example..
 
locktite the threads (blue) and i normally put a dab of lithium grease on the shoulder of the bolt (right under the head)

I don't know about others, but i always lubricate my o-rings and seals. Any oil will do, I've got 10w30 in my oil can right now. You will never have to worry about a pinched or chaffed o-ring if its lubed. also creates a better seal.
