Still chasing low rpm carb issue...point me in the right direction please..

With the new engine in, the boat still had nothing from just past idle to half throttle. With that in mind I decided to play it safe and pull the carbs again. Good thing I did because I found the diaphram on the PTO carb not in good shape. This is a new kit. The rubber was fine but the little metal circular piece in the center of the diaphram was curved like the letter U. I'm not sure how that happened but my local Seadoo dealer was the last one to work on these carbs. I got the metal disc flat again and put back together. With the carbs back on the boat there is some issue still in that range but different. Now it seems to be choking on too much fuel. I pulled the plugs to verify this and they were fuel soaked. The low speed screws have been from 1 full turn out to almost 2 with no improvement in this area. The boat runs great on the high end. Could this diaphram be causing this issue?
