Steering wheel lock?

I picked up a 1994 Speedster that acts like it has a steering wheel lock on it.
The person I got it from said it has one and it needs battery power to unlock it.
I have both motors out of it, so I can not check it. I can not find anything about it in the owners manual. So can someone tell me if the person I got from B.S. me or not.

Usually if the steering wheel is locked up i due to a bad cable, or a seized up steering mechanism. Its possible it just might be corroded. There is no lock as such...Uh he's giving you BS, as the steering cable is about $350.00 to replace if its bad.
