Starter Issues

Hello,

I have a 92 GTS, with the yellow 587. the starter bendix is not engaging the fly wheel, so took the starter off and sure enough there was some rust. cleaned it and could engage the bendix by hand, but when i test the starter with a battery the bendix still does not pop up!

Is the starter finished? or is there something I'm over looking?

Any advise would help

if it's an old starter I'd just replace it. They are cheap on ebay
