Spindle Bushing

I have a 2007ish SeaDoo trailer for my SeaDoo Speedster I recently purchased. When replacing the bearings I ran into what looks like a missing bushing on one of the spindles and i have been unable to find it. Does anyone know what this is and where I may be able to get one. Its the part I have circled in the picture.
