Should 717 really idle 3k out of water????

I have a new left engine SBT 717 and a new genuine mikuni carb and I got the idle right at 1300-1400 in the water on the trailer and I started it one last time out of the water and it just went all the way up to 3000 RPM, which is like almost half RPM for this motor if you think about it. Is that really the case where its supposed to be because on my Challenger the right 717 motor only goes to 1200 ish in and out of water it seems and that is the motor ive had no issues other than bogging with im going to adjust. It's got me scratching my head!!!
 
I like to idle the engines at 2800 just a tad below 3K ( 1300- 1500 on the water after they warm up.) Any less and I find that bog a bit. Bump the throttle after warm up and they should accelerate smoothly, RPM should not hang when backing off the throttle. Might have to move the low speed adjusters but if they are set correctly and the carbs are working well, stock adjustments should be fine.

Short answer to your question. "Yes"

Thank you. Today after another test drive breaking in the rebuilt engine on my challenger and not going over 4k in rpms to get the second hour in i noticed it bogs if i accelerate slowly to 4k and if i dont pull back it will die. But if i quickly accelerated to 4k it works fine. It was difficult because the driver side engine that wasnt rebuilt bogs unless you accelerate slowly. So they are having opposite issues. Im still learning to tune the low speed and idle stop screw properly together. I know if i open the idle stop more it allows more air and you need to open the low speed more to match and i did that on both while getting the idle right but it didnt change anything bogging wise. The sbt engine has a new genuine mikuni carb also.
 
No, you are adjusting the screws wrong. Set the LS screw to factory specs.
Then adjust the idle to 2800-3000 out of the water which will be 1400-1500 in the water, that’s it. If it’s still not running correctly then you have something else wrong.
