should 717 really idle 3k on trailer?

I have a new left engine SBT 717 and a new genuine mikuni carb and I got the idle right at 1300-1400 in the water on the trailer and I started it one last time out of the water and it just went all the way up to 3000 RPM, which is like almost half RPM for this motor if you think about it. Is that really the case where its supposed to be because on my Challenger the right 717 motor only goes to 1200 ish in and out of water it seems and that is the motor ive had no issues other than bogging with im going to adjust. It’s got me scratching my head!

They do rev very high when not in the water. I try not to start mine out of the water because it's almost scary.
