shaft leak 98 gtx ltd

I replaced the pump ,carbon ring ,both boots, both orings but not the c clip and and ring-seal carrier. My question is is the carrier supposed to spin with the shaft? It is spinning with the shaft just not sure if it should be.
 
The Stainless piece, the mating ring (the hat which some call it) is the rotating member of the seal (turnes with the shaft). The carbon is stationary.
 
Depends on if you have an early or late ski as some had the old carrier seal setup that should not spin with the shaft.

The later ones had the carbon seal that also should not spin with the shaft, only the stainless hat should be spinning.
 
Thanks for the help. I found a slight mark on the old stainless piece that was messing up the new carbon ring. Upon testing in the lake the leak stopped but a new issue popped up. Massive cavitation or no impeller spin when I hit the gas. At idle no issues. Turns out I ordered a 98 pump for a late 98 build with 99 drive system. Is there a difference in the pumps from 98 to 99? The impellers are the same based on pitch.
 
The carbon ring and stainless hat should be replaced as a set as they develop matching wear patterns and won't seat will with only one being new.

The 1998 and 1999 use different pump part numbers but I'm not sure what the exact differences are.
