Seadoo intermittent start issue

Hello I have a 2005 seadoo wake that was giving me start problems last Year hitting the start button would do nothing for a while and then eventually it would start this year I got nothing when I put the key in I get the normal beep like it’s ready to start but I get nothing but a faint whine that sounds like the fuel pump no clicking but if I jump the solenoid it spins I replaced the start button and solenoid with no luck checked all the fuses and the plugs next to the fuse box for corrosion and still no luck I have run out of ideas if anyone has any ideas I would really appreciate it
 
" ... it spins." I take it you are referring to the starter; does then engine start?

Do you have 12 VDC at the solenoid when you press the start button?
Did you visually check the fuses, or did you use a multi-meter?
 
Yes the starter spins the motor if I jump the solenoid but it won’t start like that I checked the fuses with a multimeter and I don’t get 12 volts at the solenoid when I hit the start button but putting in the key with the solenoid unplugged to check gave me a warning beep I dontt get when it’s plugged in so the ski does have some sort of communication with the solenoid
 
Do you have a Can-Doo tool or know someone who does? Is this fuse on the MPEM good?1527636378296.png
