The high setting needs to be set to 0. Is that right or left? The carb has a stopper on each side so it can’t be turned much.

it is a cap, tak it off and use a flat head screwdriver

The high speed setting is to have the needle turned all the way in. If you are running stock jets then the high speed is jetted correct and can only be richened by turning the adjustment screw out.
