RESTO Seadoo 951 fuel problem

Hello, I have a 2000 Seadoo GTX 951 Carb and I just rebuilt the bottom end. Now I just put the engine back in place in the ski and it’s compression is around 130 on both sides on cold. Now my problem is that for some reason my carbs are not getting fuel to them. I don’t know too much about these 951 mikuni carbs but are the pulse lines on the carbs supposed to be sucking in air into the carbs or pushing air out through the carbs? Maybe I have the lines connected wrong and a diagram might help. I have looked at a Seadoo manual 951 carb diagram but it’s too confusing and I’m not sure if I have it on right. Also I had recently took the jet-ski out to the lake and managed to get it started now when I had put the ski in the lake I would only be able to hit throttle to about 1/4 of it any more and the ski would shut off. When I was riding it I had the choke pulled very little and the ski would then be able to go full throttle. I ordered carb rebuild kits because I believe that the main needle may not be opening because this ski was sitting for about 3 years with the gray lines before I purchased it (will be switching them soon). But if anyone can help me with where the lines go connected or different diagram on these carbs and if these pulse lines are supposed to be pushing air or sucking in air I would really appreciate it.
 
You ordered genuine OEM kits? If it sat 3 yrs before the bottom end rebuild, and you didn't go through the fuel system afterward I'm impressed it even started. And those gray tempo lines, yes, change em soon, don't try and ride it until accomplished. The gray lines are likely contributing to some of the issues you're having. They gum up and it makes its way to the carbs, caused by today's ethanol fuel non existent 20 years ago. After you do the carb rebuild and fuel line replacement you'll have a better assessment what to do next if you still have run problems. Top end may need attention soon if 130 is accurate.
 
Yes I ordered genuine oem kits and will swap the gray lines ASAP. Do you have any type of info or guidance as how these lines go hooked up to the carb I feel like I have the lines wrong but I did git it started. Are the pulse lines that connect to the bottoms of the engine supposed to be blowing air in or out. (Mines are pushing air out)
 
The line pushing air out has a check valve that makes it do so it goes to the rave valve solenoid
 
Read my carb thread in my signature below.

The pulse line only goes to the front carb and actuates the fuel pump. It is a dead end line so air doesn't flow through it, it just actuates a diaphragm and check valves inside by the pulse of the piston moving up and down.
