Sea doo Bogs down at full throttle.

I have a 2001 sea doo gts 717. Complete rebuild. Bottom and top end
New carb
New fuel lines
New mpem
Runs and starts beatiful
*BUT*
As soon as it gets on plane it bogs right down.

after ready many post about the same thing I found a guy who says it’s possibly getting some water in the cylinders at full throttle. So I unplugged the water inlet pipe and it does not bog. So I ripped the motor down to the cylinder base gasket and rebuild from there up.

same problem. Where is water coming in?
 
What do your spark plugs look like?
Did you replace the fuel selector? Fuel strainer o-ring?
Are you sure the new carb has the correct jets and settings?
 
Spark plugs are new and look a bit wet. Not fouled but a bit wet. Fuel system has been taken apart and replaced everything except selector but I cleaned the selector and it seems to work fine. Fuel strainer and ring are new carb is new with factory jet settings. Also tries adjusting carb 1/4 past and back
it’s not even like its bogging. It gets to a certain point and just falls on its face.
 
Compression 130 on both, but with a cheap gauge and not open throttle. But they are identical reading in both cylinders
 
Could definitely be the AM MPEM. I would get a good tested used OEM from Westside Powersports Seadoo.
