RXT 2005 Supercharged Seadoo: Stuck in limp mode

Recently I just bought a 2005 RXT supercharged seadoo, I went to go for a watertest and it was stuck at 3000. It stayed like that for the whole ride, but once I got it out of water and revved it, it went up to 8000 and I couldn't find the problem since. We've tried holding the set button and changing the oil, so it was only in water that it was 3000 but out of the water it was 8000. Anyone know the problem?

press set 5 times, then mode until it says end to get all the codes but has to be done while codes are active as in the problem is currently happening while it is running
