Rxp vts gear adjustment?

Long story short i went to use the vts last weekend and it didn’t move it was all the way up, checked fuse and it’s ok, checked the up and down arrow and they work because it gives me the option to preset 1 and preset 2, took the vts motor out and it works if i use a battery, trying to find why it’s not working. Attached is the picture of the gear that moves the trim up and down. IMG_4011.JPG
 
Did this just start happening? IF you pull that rod out ( it will have to be disconnected from the back including unclamping the smaller clamp on the rubber boot ) you will find a magnet on the side near the gear. Usually what happens is water gets past the boot and rusts out the magnet so it does not give a reading to the vts housing. You can also test this by manually moving the rod and watching the gauge to see if it gives a full reading. More than likely though, the housing is shot ( water leaking past the boot ) and you will need to replace it.
