Steering?
The steering cables are sealed. They are maintenance free. Over years of use, the lubrication finally starts to seize up. But I think I saw your RXP is a 2006. This is too new for you to have a cable problem.
I'd look through the system for a pinch point or a place where the cable is binding on the hull or motor, somewhere along it's path and see if this is causing a problem.
You should also remove the cable from the steering handlebar and the pump and work it by hand. Your nozzle or handlebar could be stiff, not the cable.
