RPM's 1500 in water and 3000 dry

My 97 Sea Doo GTS ran great until I flushed it out and decided to do some mainteance by slightly adjusting the rpm knob on my carb, just under the carburator. Took to the water and it doesn't go over 5mph. No matter how I adjust the rpm,up or down, it just has no power. On land it sounds strong, but in water its weak. Any ideas? It's the only knob I messed with and now it's causing me heartache because I feel like the fix should be simple. Maybe only a 1/4 turn. The engine is a 717
