i bought block off plates for 96 speedster do i need to keep the bottom biger hoses hooked up

yes. lines with filter disconnected.

the lines with filters were hooked to oil pump the top big hose and bottom big hoses were hooked to block

Meant to say line with filter going to pump is removed. Other one stays to feed RV. You got it right.
