717 very difficult start up

I have a 1996 speedster w/ 717 engines. I change the tip kit os in the port one. Before and after is it a big problem to start up. I take off many times the spark plugs and appears wet w a mixture of light brown. Any idea will be very apressite. Thanks

Also mine needs the throttle half way up with choke on to start.

That isn't normal. Should only need the choke.
