Rebuild 951 first time out but raves leaking bad.

Could be fuel pressure is dropping off or marginal, that would limit RPM as well.

Maybe if you have a fuel pressure gauge you can connect it, but the pressure is high so this needs to be done with safety in mind so no leaks occur later.
