did some more testing
Not sure if this is good or bad
Took the caps off the ski rode with seat off and manually held down both valves with one hand.
Ones past 4000 ish rpm let go and held on like crazy. Was pretty smooth today and i hit 56 mph and wot was 6500 rpm
Loud and wild
So i guess i need to rebuild them?

When i screwed down the red spring guide about 1/8" below the cap it climbs to 64000 rpm a little slower than manual test
but not reach that all the time
Any advice?
