ran out of oil

not nessicairly but it could possibly be. how long did it run without oil? do comp test if good check plugs put a little oil in cylinders and grab shaft and rotate by hand to lube up a little and make sure you bleed the oil pump bleed screw to bleed line to pump then after you start it you need to reach in and manually open the pump all the way to make sure the little lines that go to the rotary chamber are full of oil with no bubbles.
 
Now how did you do that with the alarm sounding. Without oil an engine won't run long. Friction builds between pistons and cylinders and they seize up. Amount of damage depends on how long you continued to run it. Perhaps little to no damage occured. Compression test is best way to tell.

That's a Mercury on that boat, correct?
