What is the perpose of the RING SEAL CARRIER & the "O" ON EACH SIDE of the carrier on my 96 challenger

No idea what part you're talking about. Can you explain it better or maybe show a picture?

Between the flywheel boot & the carbon ring there is a part called a RING SEAL CARRIER(#7 part on the drawing) with an "O" ring on either side of it. Having a cativation problem with my 96 challenger, getting ready to order the parts & see by the diagram that my boat is missing these parts?

I think you are talking about the Floating Ring. Metal piece with two O rings. I just part of the drive shaft water seal. That and the carbon ring stop water from coming in.

Would not having this part cause my cavitating problem?

Probably. Air can be sucked in by the pump thru the carbon ring. If enough air is pulled in boat will cavitate.
