Question about Loctite

I have been replacing the pump oil in that cone at the back of the pump housing. The question is when I put things back together, it says to use Loctite Primer N on a few different parts before putting on the actual Loctite. However, I cant find this stuff anywhere in the stores. I even have been looking for the Permatex equivalent (Permatex Surface Prep). Some reviews say this stuff is just a bunch of hogwash. Any ideas on where to find it, or if its even useful?

Just get the holes clean of oil, if you have blind bolt holes to clean out use a can of brake cleaner with the plastic nozzle extension and squirt it right inside using the nozzle to flush the bolt hole and the bolt. Blow it out with compressed air and put the loctite on.

Yes, don’t bother with the primer.
