If I join as a Premium Member for $10.95 per month, can I cancel my membership anytime or am I locked into a full year ?
Is there a parts manual availlable for a 2004 Sea Doo Sportster available online thru the forum ?

Yes, you can cancel at anytime through PayPal. You can pay and cancel right after and still have a month, 6 months or 12 months left. Whichever you chose.
